Conflicto de competencia suscitado entre el Juzgado Noveno Administrativo del Circuito de Pasto y el Juzgado Segundo Promiscuo del Circuito de Puerto Asís (Putumayo).
La Corte constató que el presente caso la controversia se fundamentó en las diferentes interpretaciones del factor territorial, en tanto las autoridades involucradas presentaron una serie de argumentos relacionados con el lugar donde se originó y tuvo sus efectos la presunta vulneración de los derechos fundamentales de la parte accionante.
Se dirime la controversia con la remisión del expediente al juzgado de la ciudad de Puerto Asís, para que de manera inmediata tramite y adopte la decisión de fondo a que haya lugar.
